PayCycle offers this standalone service every year during the busy tax season when small business owners are looking for ways to cut costs and reduce the time required to process year-end filings. Annual 1099-MISC forms are typically required to cover payments made to independent contractors and must be electronically filed with the IRS by March 31, 2009. With the PayCycle® 1099 E-File service, available for just $ 25.00 for up to 50 contractors, the task is completed in three easy steps:

1. Entering the appropriate recipient data online through a web-based form.

2. Printing the 1099 forms for each contractor and,

The PayCycle standalone 1099-MISC E-File service costs just $ 25 to print and file up to 50 forms. Small business owners must print or file 1099 forms before January 27 to get this discounted price. The price increases to $ 39 on January 27.

The IRS requires that employers distribute 1099 forms by February 2, 2009 to all independent contractors paid at least $ 600 in 2008. Businesses then have until March 31, 2009 to file electronically with the IRS. PayCycle 1099 E-File service is available from January 1,2009 – April 25,2009. Certified payroll software automates the record-keeping for certain federal construction projects.  If you look at the U. S. Department of Labor Form WH-347, it isn’t a complex form.  If a contractor works on certain federal and federally funded projects, completing this form is required.  The problem is the record keeping must be in a certain form and the wages and benefits must meet federal guidelines.  The record keeping is a barrier that keeps some companies from bidding on certain jobs.

What you have to do is submit a weekly record of all wages paid to employees during the preceding week.  The information must be submitted for each employee working on a project.  Then a company official must “certify” that the payroll is correct.  The wages and fringe benefits must meet the guidelines set forth by law.  So each employee must be paid a wage for his or her craft or trade that meets the requirements.  It’s the Davis-Bacon and related Acts that require the contractor or subcontractor to pay a wage and fringe benefit that’s at least equal to whatever rate has been set by the Department of Labor.

The form is submitted for a project each week.  Each employee working on that project for that week is identified.  Then the employee craft is listed.  The wage paid the worker and the breakdown of benefits paid is itemized.  Then the totals are shown of wages and benefits paid.  Then the payroll is signed by a company official.  That’s the “certified” part.  It’s certified to be actual amounts paid and accurate.

The form you fill out isn’t the problem.  The problem is keeping the records that contain the information that goes on the form.  Plus making sure the wages and benefits really do meet the required guidelines.  Specialized software is the way to keep all this information accurate and up-to-date.  Just make sure that whatever software you choose will work with other accounting software.  Otherwise you might get stuck having to enter some data twice and that’s no good.  For the major accounting programs like QuickBooks, most software will be compatible.  Make sure before you buy.

Also make sure you stay up-to-date on any changes in the requirements.  Those changes might include wage rate changes as well as fringe benefit changes too.  How does the software you consider get updates to reflect changes?  Also make sure you understand how the system handles revisions and corrections since there will be some of those too.  Finally, remember there are state requirements for payrolls too.  So the payroll software must also provide outputs that meet the varying state requirements also.

Accounting for payroll is often complex and always critical to business success.  The requirements for certified payrolls make record-keeping most important.  It isn’t that the certified payroll requirements are complex.  It’s mostly that the records just must be in the correct format and the payroll software must be compatible with the other accounting systems.  The right software simplifies payroll record-keeping and government compliance.

SurePayroll Main Street Insights Survey: Many Small Business Owners Not Hurt By Bad Economy











Glenview, IL — January 5, 2009

A survey conducted this month by online payroll service SurePayroll has found that nearly 4 out of 10 small business owners have not seen their business negatively impacted by the down economy, and an additional 4% indicated that their businesses are actually doing better.

Of those who said their businesses were negatively impacted by the economy, nearly 9 out of 10 cited declining revenues as the main effect. However, of that group, 7 out of 10 cited a “small drop in revenues” while only 3 out of 10 indicated a “significant drop in revenues.”

“Main Street is doing better than most people think,” notes Michael Alter, President of SurePayroll. “While it’s true that many small businesses are struggling, there is still a healthy contingent of small business owners who are holding their own in this difficult economy, and many who are managing to grow their businesses even in these tough times.”

Unlike their large-company counterparts, many small businesses are doing well without any need for government bailout.

The survey suggests that small business owners are generally not in favor of government bailouts. 67% of respondents do not believe the government should bail out the automotive industry in Detroit.

On average, small businesses are in fact hiring in this down economy. SurePayroll’s Small Business Scorecard, a set of economic indicators that tracks small business hiring trends, reported that in November, small businesses across the country managed to increase their staff levels by 0.26%. Year-to-date, small business hiring is up 3.3% nationwide.

“You’re not seeing the large scale layoffs that you see in larger companies,” says Alter. “Small businesses tend to run lean and mean relative to their large company counterparts. There isn’t usually much fat to cut, and new hires are added only when business levels justify the expense.”

With no bailout options for small businesses, many business owners are cutting costs to keep from running in the red. More than half of survey respondents indicated that they will be cutting back expenses in 2009, with sales/marketing and human resources being mentioned as the top areas for cuts.

These planned cuts are based on a widespread belief among entrepreneurs that the current recession may last longer than most people anticipate. 44% of respondents think the recession will be over by the end of 2009, but the majority (56%) say they think the economy will not turn around until after 2010. Only 56% of respondents indicate that they are currently optimistic about the small business economy.

Alter believes the government’s current focus on bailing out large companies is misguided. He advocates that government instead provide incentive for small business owners.

“Despite our national obsession with the large stock exchange indices, the true driver of American GDP growth has always been small business, which manages to drive economic growth simply by focusing on the basic blocking and tackling principles of entrepreneurship,” notes Alter. “Imagine what small business owners could do if the government actually made their lives a little easier and gave them a few incentives to grow their companies and hire more employees.”

How to Calculate New York City Tax – Payroll Software

New York City has implemented a personal income tax rate change starting September 1, 2010. Method II, Exact Calculation Method, has changed. The New York City personal income tax rate change affects wages of 0,000.00 and more. Supplemental wages (bonuses, commissions, overtime pay, etc.) withholding rate for New York City will be 4.75% effective September 1, 2010.

Employers using the wage bracket tables (Method I) or dollar to dollar withholding tables will continue to use the New York City tables contained in Publication NYS-50-T. The exact calculation method (Method II) tables have changed and are included in NYS-50-T.2 replacing pages T-39, T-40 and T-40-A in NYS-50-T.

Steps for computing the amount of tax to be withheld using Method II Exact Calculation Method and tax tables published in NYS-50-T.2. The following steps are a generic outline to guide you through the process of using the table with your payroll information:

Step 1: Locate the table on this page for the appropriate payroll period. Find the line on which the net wages fall between the amounts in Columns 1 and 2. Step 2: Following across on the line you found in

Step 2, subtract the amount in Column 3 from the net wages. Step 3: Following across the same line, multiply the result from

Step 3 by the amount in Column 4.

Step 4: Following across on the same line, add the result from Step 4 to the amount in Column 5. The resulting sum is the amount to withhold from wages. See page T-40-A for withholding calculation examples using Method II.

New York City Method II Exact Calculation Method Example

Example: Weekly Payroll, 00 gross wages, single, 1 exemption

1. Amount from Table A on page T-38 is 5.40 for single, weekly payroll, 1 exemption. 00.00 wages – 5.40 = 4.60 net wages

2. Use Table II-A on page T-39 for single, weekly payroll. Look up 4.60 and use line 5 on which 4.60 is greater than Column 1 (1.00) but less than Column 2 (54.00).

3. 4.60 – 1.00 (from Column 3, line 5) = 3.60

4. 3.60 x .0390 (from Column 4, line 5) = .74. .74 + .15 (from Column 5, line 5) = .89. Withhold this amount.
